Jim was a passionate educator and a nationally recognized expert in adult education and literacy, Born in Montgomery, AL, Jim enlisted in the US Army after his freshman year at the University of Alabama and was selected to train in the Russian language at the Defense Language Institute in Monterey, California. He was then stationed in Berlin, where he worked as a Russian linguist in the Army Security Agency during the Cold War. Following his military service, in 1968, Jim moved to Connecticut, where he finished his college studies and obtained a master's degree in Education Administration from the University of Connecticut. His early years in education were spent as a teacher and director of Adult Education. In 1983, Jim joined the CT Department of Education where he spent 20 years leading the development of policies and programs to improve Connecticut's education services to adults. His contributions in the areas of standards-based education, public transparency, and program accountability continue to shape Connecticut's adult education landscape.

In 2003, Jim retired from the Department and took a position with the Comprehensive Adult Student Assessment System (CASAS) where he served as a policy analyst in the areas of state and national policy development, coordinated a national content standards project, and established a Curriculum and Training Leadership Institute in Singapore. He also served as the project director for the revision of the National External Diploma Program and retired a second time from CASAS in 2014. For the last 13 years of his life, Jim also served as a coach for three adult education systems, consulting on projects funded by the U.S. Department of Education's Office of Career, Technical and Adult Education.

Jim was an avid art collector, opera patron, world traveler, and excellent cook. He was a thoughtful, generous person and a caring and engaging friend with a delightful sense of humor.
