LOCAL ADULT EDUCATION PROGRAMS
Instructional programs are offered primarily through local school districts and a variety of community- and faith-based organizations.
Adult Education programs are free to Connecticut residents aged 17 and older who are no longer enrolled in a public school. Instructional programs are provided predominantly through local school districts. Programs are also available through various community and faith-based organizations. Programs offered include:
Citizenship
English as a Second Language & Family Literacy
Adult Basic Education
High School Diploma (Credit Diploma, National External Diploma, and GED®preparation program)
Connecticut State Department of Education (CSDE)

Federal Legislation and Grants
On July 22, 2014, President Obama signed into law the Workforce Innovation and Opportunity Act (WIOA – Public Law 113-128). Funds for federal grants are authorized by the Workforce Innovation and Opportunity Act (WIOA) of 2014, Title II, Adult Education and Family Literacy Act (AEFLA), Public Law 113-128.
Adult Education Assessment and Accountability
Adult Education complies with the assessment, accountability, and reporting required by state and federal statutes and guidelines as outlined in its State Plan for Adult Education and Family Literacy.
Adult Training & Development Network (ATDN)
The Adult Training and Development Network (ATDN) serves as the statewide professional development resource for all of CT's adult educators. Carrying out the high level of customer service of EdAdvance staff, ATDN responds on an ongoing basis to all requests for service through a variety of methods. The staff, in collaboration with our colleagues at the CT Department of Education, plan a comprehensive array of activities on an annual basis. In addition, the staff meet requests by local adult education administrators for customized technical assistance and training at their work sites. This two-pronged approach keeps ATDN in close touch with our statewide practitioners and SDE staff.
DIGITAL ATDN
Welcome to Digital ATDN - Digital Literacy for Adult Education! In collaboration with the Connecticut State Department of Education, Academic Office, and the Adult Training and Development Network (ATDN), Digital ATDN was designed to provide teachers with ready-to-use resources specific to digital literacy and support for the implementation of digital literacy in the adult education classroom. Digital ATDN aims to help adult learners develop the digital literacy skills they need to continue their path toward reaching their full potential.
COABE
The Coalition on Adult Basic Education is organized to advance national and international adult education and literacy opportunities for all persons. The purposes of COABE are:
To promote adult education and literacy programs, including Adult Basic Education, Adult Secondary Education, English for Speakers of Other Languages, Family Literacy, Skills Development, Workforce Development, and other state, federal, and private programs that assist undereducated and/or disadvantaged adults to function effectively.
To provide leadership in advancing the education of adults in the lifelong learning process by unifying the profession, developing human resources, encouraging and using research, communicating with the members and the public, offering other member services, and otherwise advancing adult education and literacy.
To advocate the development and dissemination of publications, research, methods, materials, resources, and programs in adult education and literacy.
To conduct and/or sponsor professional development conferences and activities that provide a forum to provide staff development and advance adult education and literacy.
Connecticut Association of Boards of Education (CABE)
To assist local and regional boards of education in providing high-quality public education for all Connecticut children through effective leadership.
Proliteracy
CAACE works alongside national partners such as ProLiteracy to advance adult literacy and lifelong learning. Together, we support high-quality adult education programs, share evidence-based resources, and strengthen the professionals who serve adult learners in Connecticut and beyond. They provide funding, comprehensive training and professional learning, approachable research, and leading-edge digital and print learning resources through New Readers Press to maximize your impact.
Literacy, Adult and Community Education System (LACES)
LACES utilizes state-of-the-art technology to provide local administrators and instructional staff with essential information needed to operate and manage programs effectively. It also allows local agencies to report demographic and performance information required by state and federal agencies.
